Primary Function:
The Regional Compliance Officer – Abington, PA is primarily responsible for overseeing and managing the compliance program for the Abington Division of Jefferson Health. In this leadership role, the Regional Compliance Officer will serve as the steward of compliance strategy, structure and processes for the Abington Division.

As a respected member of the Enterprise Compliance team and subject matter expert, the Regional Compliance Officer is responsible for establishing standards and implementing procedures to ensure that Jefferson's compliance programs throughout the division are effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable rules and regulations.

The Abington Regional Compliance Officer will provide reasonable assurance to the SVP, Enterprise Chief Compliance Officer and the Board of Directors that there are effective and efficient policies and procedures in place, well understood and respected by all employees, and that the division complies with all regulatory requirements.

Essential Functions:
  • Provides leadership and exhibits awareness and understanding of ethical principles consistent with Jefferson's Mission, Vision and Values.
  • Communicates key issues to the Enterprise Chief Compliance Officer and other members of Jefferson – Abington's Senior Leadership team in a timely and effective manner.
  • Conducts annual reviews of the Compliance Program and reports metrics and data sufficient to evaluate program effectiveness.
  • Serves as the leader of the Abington Compliance Management Council and establishes effective means through which to ensure that appropriate stakeholders and leaders review, evaluate and act upon information reported.
  • Oversees and monitors the Center City HIPAA Privacy program and its personnel.
  • Oversees and directs investigations related to compliance and/or HIPAA privacy matters occurring within the Abington Division.
  • Oversees and evaluates staffing and effectiveness of personnel assigned to Abington Division of the Corporate Compliance Program.
  • Oversees operation of the Jefferson Alertline to ensure that all matters reported receive appropriate and timely attention.
  • Meaningfully participates in the development and implementation of the annual compliance Work Plan for the Jefferson Health system.
  • Interacts with co-workers, visitors and other staff consistent with the iSCORE values of Jefferson.

Other Functions and Competenices:
  • Establishes, publicizes and reinforces effective lines of communication throughout the organization.
  • In cooperation with Human Resources and other stakeholders, oversees and monitors the enforcement of compliance obligations and standards through appropriate disciplinary mechanisms.
  • Establishes and implements systems for routine monitoring and auditing reasonably designed to detect violations of the Code of Conduct and applicable laws, regulations and policies.
  • Implements an annual risk assessment process to identify key areas of compliance risk.
  • Conducts timely investigations of identified potential compliance issues and consults with Jefferson's legal counsel, as necessary and appropriate.
  • Designates work groups and task forces needed to carry out investigations or initiatives of the Compliance Program.
  • Develops and implements appropriate and timely corrective action plans to resolve risks and prevent similar future risks.

Qualifications:
  • Educational/Training Requirements:
    • Master's degree in Healthcare Planning, Business Administration, Public Administration or related field required. JD degree preferred.
  • Certificates, Licenses and Registration:
    • Healthcare Compliance Certification from the Compliance Certification Board (CCB) within two (2) months of appointment and maintain such certification throughout employment.
  • Experience Requirements:
    • 7+ years of progressivley responsible experience in healthcare compliance, auditing, health law, medical service-related or other relevant field required.
    • 5+ years of management/supervisory experience, preferably in a hospital setting.
    • Experience with conducting complex compliance investigations, preferably in healthcare.
    • Strong project managment and organizational skills.
    • Maintain a thorough understanding of federal and state laws, rules, regulations and guidance governing: (i) fraud, waste and abuse; (ii) payments; (iii) conditions and other requirements for participation in government healthcare programs; and (iv) other compliance-related topics as necessary to maintain an effective compliance and ethics program.
    • Proficiency in word processing, database management, spreadsheets, e-mail and internet analytics, social media and presentation software.
