Responsibilities

Primary Function:

Under general supervision of the Director - Coding and Quality Abstraction, develops and implements systems for the collection and analysis of one or more of the following: Coding, Quality Measures/Review, Edit Resolution, Tumor Registry and Denials Management and Auditing for the purposes of providing quality utilization review and financial, statistical and research data to administration, medical staff, other hospital staff and external agencies. Maintains confidentiality of clinical and financial information while performing all management functions.

Essential Functions:
  1. Meets all standards of the Patient Satisfaction Initiative Criteria in order to make Abington – Jefferson Health the hospitals of choice for patients and employees.
  2. Ensures timely submission of coded data to Business Services in order to facilitate the organizational billing of third-party payors.
  3. Develops and implements systems to manage timely and accurate completion of one or more of the following: Coding, Quality Measures Abstraction and Tumor Registry databases in accordance with hospital and regulatory mandates.
  4. Evaluates and integrates data classification systems and software in order to provide for optimal reimbursement and guarantee improvement in the analysis, use and dissemination of healthcare data.
  5. Functions as an interdepartmental and intradepartmental liaison by providing information and statistical/coding consultation services as requested to both the medical staff and administration in order to optimize reimbursement by third-party payors, assist in tracking of organizational goals and objectives, and facilitate research.
  6. Oversees designated staff, policies and procedures in order to provide for timely flow of information for continuity of care and for administrative planning and research purposes.
  7. Investigates, plans and designs systems for new health information technology for the creation, maintenance and transmission of patient data in order to maximize efficient handling of patient records within the facility or other network groups.
  8. Investigates, plans and designs systems for new health information technology in Coding, Quality Measure Abstracting and Tumor registry for the creation, maintenance and transmission of patient data in order to maximize efficient handling of patient records within the facility or other network groups.
  9. Assists in the preparation, evaluation and completion of departmental goals and objectives to provide continuous improvement in the organization. Prepares and recommends an annual budget to support this function.
  10. Identifies and leads performance improvement groups to provide for efficient, effective and economical data generation to make administrative decisions or improve quality of care.
  11. Selects, trains and manages the orientation of new employees to provide for a competent staff. Performs employee evaluations, counseling and disciplinary activities, in accordance with hospital/departmental policies, to ensure a continual competent workforce.
  12. Performs validation of clinical data submitted to external accreditation agencies/councils to ensure integrity of data.
  13. Prepares and approves payroll documentation to ensure a timely an accurate reflection of work performed by staff members.
  14. Oversees employee qualitative and quantitative work standards and staffing schedules in order to plan for an organized and cost-efficient provision of services, use of human resources, and a mechanism to evaluate employee competency. Manages staffing functions, including outsource contracts, to ensure smooth flow of operations.
  15. Identifies and resolves edits that contribute to clean claim submission. Implements best practices for mitigating edits up front.
  16. Assists the chairperson of Quality and Patient Safety or Utilization Management with prospective payment continuing education for medical staff members.
  17. Performs related duties as assigned.

Qualifications:
  • Educational/Training Requirements:
  • High school diploma or equivalent required; Associate's degree preferred.
  • Certificates, Licensed & Registration: RHIA or RHIT preferred. CCS, CPC or COC required.
  • Experience Requirements: Ten years of coding experience in a HIM department setting. Proven ability to manage projects.
  • Additional Information: Proficient in the use of Microsoft Office suite of products. Knowledge of various EHRs and patient management and information systems required. Demonstrated experience with quality and performance improvement techniques. Exceptional communication skills (written and verbal) and strong interpersonal skills. Demonstrated competency working with teams and ability to effectively communicate with all levels. Demonstrated abiity to use technology and tools to achieve results. Strong organizational skills. Ability to manage large employee groups independently. Ability to provide effective presentations to management or physician groups. Maintains membership in professional organizations.
