Primary Function:
This role provides technical and application oversight and support for all Departmental Systems computerized systems. The individual will interface with clinicians and align clinical workflows with deployed or planned technologies. Will support budget and other administrative aspects of these systems and function as a liaison between the Departmental Systems and IS&T.

Essential Functions:
  • Coordinates Departmental Systems activities with the appropriate departmental business operations, vendors and enterprise IS&T staff.
  • Provides technical system and application administration support for Departmental Systems.
  • Performs software product evaluations, analysis and design.
  • Plans, coordinates and manages technical reviews, system implementations, upgrades and changes.
  • Develops and monitors operating and capital budgets for Departmental Systems technology needs and efforts.
  • Focuses on aligning IT services with the needs of business.
  • Interacts with co-workers, visitors and other staff consistent with the iSCORE values of Jefferson.

Other Functions and Competencies:
  • Maintains an understanding of all Departmental Systems and acts as liaison between vendors, IS&T and department.
  • Provides technical system and application administration of all aspects of the computerized systems.
  • Oversees operations of Departmental Systems information systems, back-end infrastructure and servers, and end-user computer equipment.
  • Supports data and equipment integration and interfacing within Departmental Systems, as well as across other clinical systems.
  • Analyzes, supports recovery and assesses/provides corrective actions to interruptions in normal system operations. Resolves problems and seeks assistance from the appropriate personnel or vendors as needed.
  • Identifies and assists in development of the training curriculum for departmental staff in Departmental Systems and other required enterprise IS&T solutions. Provides updates to training as needed.
  • Performs analysis for reports requests, enhancements, software/hardware upgrades and conversion for all Departmental Systems. Functions as a Business Analyst and Project Manager, as needed.
  • Defines system requirements with the Departmental Systems, professional staff and technical staff.
  • Communicates specifications, requirements and enterprise technology standards to vendors and appropriate Medical Center departments, as needed.
  • Monitors all Departmental Systems interfaces across multiple systems to other clinical and administrative systems.
  • Participates in user group(s) by coordinating and documenting proposed department enhancements list for Departmental Systems.
  • Communicates with appropriate department personnel and committees. Leads information collection, analysis, design, testing, training, documentation and implementation.
  • Adheres to and promotes all enterprise IS&T standards pertaining to security, operations, change management, back-up and recovery, workstation management, network management, inventory, licensing, vendor support and any other shared infrastructure resources or functions.
  • Oversees compliance with HIPAA security and privacy regulations as they pertain to Departmental Systems. Maintains security by monitoring and auditing user access to confidential data.
  • Maintains secure access to all information systems and ensure proper functioning of the security controls.
  • Develops and implements procedures that ensure data integrity and adequate system performance.
  • Ensures maintenance and support of system definitions, application dictionaries and files.
  • Participates in and contributes resources as needed to any enterprise-wide IS&T project or initiative. Functions as the central IS&T liaison to address any priority and scheduling concerns.
  • Coordinates activity and functions as the central liaison between Departmental Systems and IS&T; regularly provides status on projects, budgets, contracts, issues and operations activity; participates in the development of SLAs (service-level agreements) with IS&T, vendors and Departmental Systems.
  • Provides on-call support for Departmental Systems, when required.
  • Responsible for assessing and generating Departmental Systems reports and data extracts as required and needed.
  • Performs other duties as assigned.

Qualifications:
  • Educational/Training Requirements: Bachelor’s degree required.
  • Certificates, Licenses and Registration: ITIL certification preferred.
  • Experience Requirements: 3+ years of experience supporting Departmental Systems applications, interfaces and equipment.
